Procurement Officer

The American Red Cross Tsunami Recovery Program (TRP) had been established to direct the organization?s response to the South Asia tsunami disaster. The TRP activities focus on integrated community recovery and preparedness interventions in tsunami affected countries in Asia and East Africa in collaboration with Red Cross and non-Red Cross partners. It also has liaison offices in Jakarta, and other areas in Aceh province in collaboration with the Indonesian Red Cross. The American Red Cross seeks dynamic individuals to fill the : Procurement Officer(Aceh - Banda Aceh)

Responsibilities:

  • Execute all procurements of diverse services and commodities (e.g. information technology, electronic equipment and instruments, vehicles, medicines, foodstuffs, building maintenance materials, office supplies, construction, furniture, etc.)
  • Ensure all procurement actions are conducted as required by Red Cross according to Financial Rules and Regulations and the applicable policies and procedures as well as the highest degree of personal and professional ethics
  • Procure goods and services at the best value, ensuring reliability of sources, monitoring and following up with vendors until final satisfactory delivery, anticipating problems and taking timely and appropriate decisions to ensure objectives are met
  • Advise requestors on the full range of procurement issues, providing support, training, and guidance at all stage of the procurement cycle
  • Prepare selection justifications for review and subsequent approvals
  • Identify potential suppliers adding them to the supplier database
  • Prepare procurement related documents as contracts, RFQs, instruction to bid, receipt of quotation, correspondence to suppliers, purchase orders, price evaluation matrix, etc
  • Assist the requestor by determining appropriate quantities and cost of materials to be procured for projects while in the design phase (quantity and material cost estimating)
  • Maintain a procurement database to track completed on ongoing procurements

Common Duties

  • Attend and participate in trainings or meetings identified/organized by your supervisor
  • Follow any new procedures and guidelines designated in circulars from Banda Aceh Main Office Logistics Team
  • Report any violations of the ARC Sexual Abuse and Exploitation Code of Conduct as per the ARC reporting mechanism. The reporting of violations is an obligation on the part of all staff members
  • Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of any form to any body by ARC and other humanitarian workers.
  • Carries out other duties as assigned by your supervisor

Requirements:

  • Minimum of (5) five years of experience in all phases of procurement operations, including experience in private industry and/or government or international organizations contracting for a diverse range of good and services
  • Strong analytical and negotiating skills
  • Good knowledge of sources of supply, market trends, pricing
  • Ability to lead and provide technical guidance and supervision to junior staff
  • Very good communication (spoken and written) skills, including the ability to communicate effectively with diverse audiences on procurement related matters and prepare a variety of written documents, contracts, reports, etc. in a clear, concise style
